MOSCOW, April 28 (Reuters) - A Ukrainian drone attack caused a major fire at a Russian oil refinery in the city of Tuapse on Tuesday, officials said, in what President Vladimir Putin described as evidence of increased Ukrainian attacks on civilian targets.
